Where is Asbestos Found in UK Buildings?

If a UK building was built or refurbished before the year 2000, assume asbestos is present until a survey proves otherwise. That is the working rule the HSE expects duty holders to apply — and it covers a very large share of the country’s building stock.

Asbestos was not one product. It was mixed into hundreds of materials over decades, which is why it turns up in places people never expect: toilet cisterns, window putty, the backing board behind a fuse box, the bitumen glue under vinyl floor tiles.

When was asbestos banned in the UK?

In stages, not all at once — which is why the date matters:

  • 1985 — import and use of blue (crocidolite) and brown (amosite) asbestos banned
  • 1999 — white (chrysotile) asbestos banned, completing the ban

Because materials already in stock continued to be installed after manufacture, the practical cut-off used across the industry is 2000. Buildings constructed or refurbished before then are presumed to contain asbestos-containing materials (ACMs) unless there is strong evidence to the contrary.

The HSE describes asbestos as the single greatest cause of work-related deaths in Great Britain. The people most at risk today are not factory workers from the 1970s — they are tradespeople who disturb asbestos without knowing it is there. See who legally needs asbestos awareness training.

Where asbestos is found — by risk level

Presence alone is not the danger. What matters is how easily the material releases fibres. Materials fall broadly into three bands.

Highest risk — soft, friable materials

These crumble easily and release large numbers of fibres. Work on them is licensed work and must only ever be done by an HSE-licensed contractor.

Sprayed coatings Structural steelwork, beams, columns, ceiling voids — fire protection and acoustic control
Lagging Pipework, boilers, calorifiers, ducts — thermal insulation, often plaster-like

Medium risk — asbestos insulating board (AIB)

AIB is the one that catches people out most often, because it looks like ordinary building board. It is far more friable than asbestos cement and much of the work on it is licensed.

  • Ceiling tiles and suspended ceiling panels
  • Partition walls and wall linings
  • Soffits, fascias and eaves panels
  • Panels behind and around heaters, boilers and airing cupboards
  • Fire doors and fire break panels
  • Lift shaft linings
  • Bath panels and window panels
  • Ceiling and duct access hatches

Lower risk — firmly bound materials

In good, undamaged condition these release relatively few fibres. Much work on them is non-licensed — but “lower risk” is not “no risk”, and cutting, drilling or sanding any of them changes that immediately.

  • Asbestos cement — corrugated roof and wall sheets, gutters, downpipes, flue pipes, cold water tanks, garage and shed roofs, soffits
  • Textured decorative coatings — the classic swirled ceiling finish, widely known by the Artex brand name
  • Floor tiles and their adhesive — vinyl and thermoplastic tiles, and the black bitumen glue underneath, which is itself often an ACM
  • Toilet cisterns — older moulded cisterns
  • Rope seals and gaskets — around boiler doors, flues, ovens and pipe joints
  • Window putty and mastics
  • Electrical panel backing — behind fuse boxes and switchgear
  • Roofing felt and bitumen products

Where people actually get caught out

Almost every unplanned exposure follows the same pattern: someone does a small, routine job and disturbs something nobody checked.

  • Drilling a wall to mount a screen, radiator or cable tray — through AIB or a textured coating
  • Lifting old vinyl floor tiles and scraping the black adhesive beneath
  • Running cables through a ceiling void containing sprayed coating or AIB
  • Removing an old boiler or airing cupboard panel
  • Pressure-washing or repainting a garage roof of asbestos cement
  • Sanding a textured ceiling before redecorating
  • Working above a suspended ceiling where debris from damaged AIB has collected on the tiles

All of these are ordinary jobs. That is exactly why awareness training exists — not to make anyone an asbestos specialist, but so they recognise the risk and stop before they cut.

Can you identify asbestos by looking at it?

No. This is the most important point on this page. Asbestos fibres are microscopic, and ACMs look like ordinary building materials. A ceiling tile containing 25% amosite and one containing none can be visually identical.

Identification requires laboratory analysis of a sample taken by a competent person. In practice, that means:

  • Presume asbestos is present in any pre-2000 material unless there is strong evidence otherwise — this is what Regulation 4 of the Control of Asbestos Regulations 2012 requires
  • Check the asbestos register before starting work on any non-domestic premises
  • Arrange a survey where the register is missing, out of date, or does not cover the area you are working in

What about homes?

The duty to manage under Regulation 4 applies to non-domestic premises, and to the common parts of domestic buildings — the stairwells, corridors, lift shafts, boiler rooms and roof spaces of a block of flats.

Individual private homes are not covered by the duty to manage. But the asbestos is still there, and anyone working on a pre-2000 house — plumbers, electricians, kitchen fitters, roofers — is at exactly the same physical risk. Their employer’s duties under the regulations still apply to them.
