There is no legal maximum lifting weight in the UK. Not 25 kg, not 20 kg, not any number. The Manual Handling Operations Regulations 1992 set no weight limit at all — they require hazardous handling to be avoided, assessed and reduced.
The 25 kg figure everyone quotes is an HSE guideline, and it applies only in one specific position: held close to the body at knuckle height. Move that same load to arm’s length above shoulder height and the guideline drops to 5 kg. Most people quoting “25 kg” have no idea the number changes.
Where 25 kg comes from
HSE guidance publishes a set of guideline figures to help you filter which handling operations need a detailed assessment. They are a screening tool, not a legal threshold.
At knuckle height, close to the body, the guideline figures are:

Two things follow immediately, and both get lost in the retelling.
The figure collapses as the load moves away from you
The guideline figures are arranged in zones around the body. The maximum applies only close in at around knuckle height. As the load moves outward from the trunk, or higher and lower than mid-body, the figure falls steeply — at full arm’s reach above shoulder height it drops to a small fraction of the headline number.
This is the single most useful thing to understand about manual handling. Distance from the spine matters more than the weight itself. A 10 kg box held at arm’s length can load the lower back more than a 20 kg box hugged to the waist.
They assume ideal conditions
The guideline figures apply only where:
- The load is held in both hands
- The handler is standing, in a stable position, with room to move the feet
- There is no twisting
- The grip is good and the load is stable, with the contents not shifting
- The environment is reasonable — decent floor, lighting, temperature
- Handling is infrequent
Real workplaces rarely meet all six.
The reductions people never apply
HSE guidance sets out reductions to the guideline figures where conditions are less than ideal:
- Twisting. Reduce by around 10% where the handler twists through 45°, and around 20% where they twist through 90°.
- Frequency. Reduce by around 30% where the operation is repeated once or twice a minute, around 50% at five to eight times a minute, and around 80% where it is repeated more than about twelve times a minute.
- Seated handling. Guideline figures for handling while seated are far lower than for standing, because the legs cannot contribute.
Stack a couple of these together and a “safe” 25 kg becomes something considerably smaller. A worker lifting 20 kg from a pallet, twisting 90° to a conveyor, six times a minute is nowhere near the guideline once the reductions are applied — but on paper the load looks compliant.
What the figures actually mean in practice

The regulations judge the operation, not the number on the box.
Why the figures differ for men and women
The guideline figures reflect population data on physical capability, not a rule about who may do which job. They are population averages and say nothing about any individual.
The regulations require the assessment to consider the individual — their capability, health, training, and whether they are pregnant or have recently given birth. A specific person’s capacity may be well above or below any population figure, and the assessment should reflect the actual person doing the actual task.
Using the figures to exclude people from roles by category, rather than assessing capability, is a misuse of them.
What to do instead of chasing a number
Regulation 4 puts avoidance first, and that is where the real gains are:
- Avoid the handling. Delivery to point of use, mechanical aids, conveyors, hoists, trolleys, height-adjustable benches.
- Reduce the load. Smaller pack sizes, splitting bulk deliveries, ordering 20 kg bags instead of 40 kg.
- Improve the position. Store heavy items between knee and shoulder height — never at floor level or above the shoulders.
- Remove the twist. Rearrange the workstation so the movement is a straight line and the feet can turn.
- Cut the frequency. Job rotation, better batching, adequate rest.
- Then consider technique and training.
Storage height alone is often the cheapest fix available. Moving the heavy stock from the bottom shelf to waist height changes the guideline figure that applies, with no equipment purchase at all.

The short version
If someone tells you “the legal limit is 25 kg”, they are wrong twice: there is no legal limit, and 25 kg only applies in one narrow set of conditions most workplaces do not meet. The correct question is never “how heavy is it?” but “can this handling be avoided, and if not, what does the assessment say?”
