Four numbers cover most of UK food temperature law: chilled storage at 8 °C or below, hot holding at 63 °C or above, cooking to 70 °C for two minutes, and freezing at −18 °C. Everything else is detail about how you hit those numbers and how you prove it.
Proving it is the part that gets businesses in trouble. Hitting 70 °C is easy; showing an environmental health officer twelve months of evidence that you hit it every time is a different discipline. This is the practical reference — the numbers, where they come from, and the records behind them.
The numbers

Scotland’s rules are framed differently. The Food Hygiene (Scotland) Regulations do not set the same numeric chilled-storage figure; they require food to be held at temperatures that do not result in a risk to health. If you operate in Scotland, work from Food Standards Scotland’s guidance rather than the England/Wales/NI figures above.
Why 8 °C is the law but 5 °C is the practice
8 °C is the legal maximum in England, Wales and Northern Ireland — the point at which you are in breach. It is not a target.
Fridges in a working kitchen do not sit at one temperature. Doors open, warm stock goes in, service is busy, someone props the door while unloading a delivery. If your set point is 8 °C, every one of those events puts you over. Setting to 5 °C or below gives you three degrees of margin before a normal day becomes an offence.
The same logic applies to hot holding. 63 °C is the floor, so run the bain-marie comfortably above it.
Cooking: time and temperature together
Bacterial kill depends on how hot the food gets and how long it stays there. That is why several combinations are equivalent:

Measure in the thickest part or the centre, away from bone, which conducts heat differently. In a batch, check more than one item — ovens have cold spots and the tray at the back is not the tray at the front.
Two categories deserve extra care:
- Rolled, stuffed or rebuilt meat. Rolling a joint or stuffing a bird moves surface bacteria into the middle, so the centre must reach temperature — you cannot treat it like a whole cut.
- Minced products. Burgers and sausages distribute surface bacteria throughout, which is why “rare” is not a safe option unless the business has a specific validated procedure agreed with its local authority.
Reheating — and the Scotland difference
This is the one temperature rule that genuinely differs between the UK nations, and it catches out businesses that operate on both sides of the border or use a single set of procedures UK-wide.

Scotland’s 82 °C is a legal threshold, not guidance. It exists to give an additional safety margin. There is a limited allowance where reheating to 82 °C would adversely affect the food, but you would need to be able to justify that decision — it is not a general opt-out.
Practical consequences:
- If you operate in Scotland, build 82 °C into your procedures, your probe checks and your record sheets. A UK-generic SFBB pack pitched at 70 °C will not evidence compliance to a Scottish environmental health officer.
- If you operate across the border, do not run one set of numbers everywhere. The Scottish sites need the higher figure.
- Reheat once. Regardless of nation, food should be reheated only once and any surplus discarded rather than cooled and reheated again.
- Probe every time in the thickest part, not the edge. Steam rising off the surface is not evidence that the centre has reached temperature.
On cooking temperature, Scotland does not diverge in the same way — the 70 °C for two minutes benchmark, or an equivalent time-temperature combination, remains the working standard for cooking throughout the UK. It is specifically reheating where Scotland sets a higher statutory bar.
Cooling: the step most kitchens get wrong
Cooling is where food spends the longest time in the danger zone, and it usually happens at the end of a shift when everyone is tired.
The FSA’s guidance is to cool as quickly as possible — ideally within 90 minutes — then refrigerate. Leaving a stockpot on the side overnight fails this badly.
What actually speeds it up:
- Divide into smaller, shallower containers — surface area does the work
- Use a blast chiller if you have one; this is exactly what it is for
- Stand containers in cold or iced water and stir
- Separate large joints into smaller pieces
- Do not put large volumes of steaming food straight into a fridge — you raise the temperature of everything else in there
Display: the two-hour and four-hour rules
Food can leave temperature control for service or display, within limits. In England, Wales and Northern Ireland:
- Chilled food may be above 8 °C for a single period of up to four hours
- Hot food may be below 63 °C for a single period of up to two hours
“Single period” is the whole point. You cannot put it back in the fridge and start the clock again. After that period, food must be used, returned to correct temperature control where permitted, or discarded — and you should be recording when the period started.
Defrosting
Defrost in a fridge, not on a worktop. Left at room temperature, the outside of a joint reaches bacterial growth temperature hours before the middle has thawed.
- Keep defrosting food covered and on the bottom shelf, below ready-to-eat items
- Allow enough time — large items may need more than 24 hours
- Drain off liquid, which carries bacteria
- Cook thoroughly once defrosted; check the centre is not still frozen before cooking begins
Probes: the part nobody checks
Every temperature record you keep depends on the probe being right. An uncalibrated probe means twelve months of records prove nothing.
Calibrating
- Ice point: crushed ice and a little water should read 0 °C
- Boiling point: freshly boiling water should read 100 °C (slightly lower at altitude)
- Check regularly and record it. If the probe is out and cannot be adjusted, replace it.
Using
- Disinfect with a probe wipe before and after every use — a probe moving from raw to cooked food is a direct cross-contamination route
- Allow the reading to stabilise; do not take the first number
- Avoid touching the container base or bone
What to record, and why it matters
Your HACCP-based system requires monitoring at critical control points, and temperature is where most of those sit. As a minimum, keep:
- Fridge and freezer temperatures — at least daily, more if risk justifies it
- Cooking temperatures for high-risk dishes
- Hot holding checks during service
- Cooling records for batch-cooked food
- Delivery temperatures — check chilled and frozen goods on arrival and reject what is out of spec
- Probe calibration checks
- Corrective actions — what you did when a reading was wrong
Write corrective actions down rather than hiding them. A record showing you caught a warm fridge and acted is evidence the system works. A run of perfect readings with no exceptions ever looks invented — and officers have seen a great many diaries.
These records feed directly into the “confidence in management” element of your food hygiene rating.
