The 4 Cs of food hygiene are Cleaning, Cooking, Chilling and Cross-contamination. They are the Food Standards Agency’s framework for the four things that cause the overwhelming majority of food poisoning — and getting all four right is most of what food safety actually is.
They are deliberately simple. A busy kitchen does not need a textbook at 7pm on a Saturday; it needs four things everyone remembers. What follows is what each one means in practice, with the real temperatures and the mistakes that keep recurring.
Why four?
Because almost every foodborne illness traces back to one of four failures: something wasn’t clean, something wasn’t cooked properly, something was left too warm for too long, or something raw touched something ready to eat. Different pathogens, same four routes.
The 4 Cs turn a large body of microbiology into four questions you can ask about any dish, any shift, any process.
1. Cleaning
Cleaning and disinfecting are two different jobs, and confusing them is one of the most common failures environmental health officers find.
- Cleaning removes visible dirt, grease and food debris. It does not kill bacteria.
- Disinfecting reduces bacteria to a safe level. It only works on a surface that is already clean — dirt and grease shield bacteria from the chemical.
Which is why two-stage cleaning is the standard for any surface that touches food: clean first to remove the soil, then disinfect the clean surface.
The detail people skip: contact time
Disinfectants need to stay wet on the surface for a stated period — often 30 seconds to five minutes depending on the product. Spraying and immediately wiping dry does almost nothing. Read the label and leave it.
The FSA advises using a disinfectant that meets BS EN 1276 or BS EN 13697. If the bottle does not claim one of those standards, you cannot evidence that it works.
What needs disinfecting, not just cleaning
- Food contact surfaces — chopping boards, worktops, prep tables
- Hand contact points — fridge and door handles, taps, switches, equipment controls
- Anything that has touched raw meat, poultry, eggs or unwashed vegetables
Handwashing belongs here too. Warm water, soap, roughly 20 seconds, and dried properly — wet hands transfer bacteria far more readily than dry ones. Wash after handling raw food, after the toilet, after breaks, after touching bins or your face, and between tasks.
2. Cooking
Cooking is the step that actively kills pathogens. It works on time and temperature together, not temperature alone.
The FSA’s benchmark is 70 °C for two minutes in the thickest part of the food. Equivalent combinations achieve the same reduction in bacteria:

Use a clean, disinfected probe in the thickest part or the centre of the dish, away from bone. Check more than one item in a batch — ovens have cold spots, and the tray at the back is not the tray at the front.
Hot holding and reheating
- Hot holding: 63 °C or above. Hot holding equipment keeps food hot; it does not heat cold food up.
- Reheating: to 70 °C for two minutes throughout. In Scotland the recommended reheat temperature is 82 °C.
- Reheat once. Food that has been reheated and not used should be thrown away.
Under the food hygiene regulations in England, Wales and Northern Ireland, hot food may be held below 63 °C for service or display for a single period of up to two hours. After that it must be reheated to the correct temperature, chilled quickly, or discarded.
3. Chilling
Chilling does not kill bacteria — it slows them down. Most food-poisoning bacteria multiply fastest between roughly 8 °C and 63 °C, which is why that range is called the danger zone.

Most businesses run fridges at 5 °C or below rather than the legal 8 °C, precisely so that a busy service or a propped-open door does not immediately put them in breach.
Cooling hot food
This is where kitchens most often come unstuck. Hot food left to cool on the side passes slowly through the danger zone, giving bacteria hours to multiply. The FSA’s guidance is to cool food as quickly as possible — ideally within 90 minutes — then refrigerate.
Practical ways to speed it up: divide into smaller or shallower containers, use a blast chiller if you have one, stand containers in cold or iced water, and stir. Do not put large volumes of steaming food straight into a fridge — it raises the temperature of everything else in there.
Display and the four-hour rule
Chilled food may be kept above 8 °C for display or service for a single period of up to four hours in England, Wales and Northern Ireland. “Single period” is the operative phrase — you cannot return it to the fridge and restart the clock.
Defrosting
Defrost in a fridge, not on a worktop. The outside of a joint sitting at room temperature reaches bacterial growth temperature long before the middle thaws. Keep defrosting food covered and below other ready-to-eat items so it cannot drip onto them.
4. Cross-contamination
Cross-contamination is the transfer of something harmful from one place to another. It comes in four forms, and most training only covers the first:
- Biological — bacteria from raw meat, poultry, eggs, unwashed produce or people
- Allergenic — traces of one of the 14 regulated allergens reaching a dish that is supposed to be free of it
- Physical — glass, metal, plastic, packaging, jewellery, hair, blue plasters
- Chemical — cleaning products, sanitiser residue, pest treatments
Separating raw and ready-to-eat
- Storage: raw meat, poultry and fish on the bottom shelf, in sealed containers, below all ready-to-eat food. Gravity decides what drips onto what.
- Equipment: separate boards, knives and utensils. Colour coding works because it is visible from across the kitchen — red raw meat, blue raw fish, yellow cooked meat, green salad and fruit, brown vegetables, white bakery and dairy.
- Space and time: where you cannot separate physically, separate by sequence — prepare ready-to-eat food first, then raw, then clean down thoroughly.
- Cloths: a reused cloth is one of the most efficient bacteria-distribution systems in any kitchen. Use disposable cloths or launder properly and change frequently.
Allergen cross-contamination is different
Cooking destroys most bacteria. It does not destroy allergens. A trace of peanut or milk protein transferred by a shared utensil survives everything you do to it afterwards and can cause a serious reaction in a susceptible person.

The 4 Cs are how staff remember the controls. HACCP is how the business proves those controls are in the right places, monitored and recorded. An inspector scoring your food hygiene rating is, in large part, checking whether the 4 Cs are happening and whether you can show it.
