A harness is the last resort in work at height, not the first. Regulation 6 of the Work at Height Regulations 2005 sets a strict order — avoid, prevent, minimise — and Regulation 7 requires collective protection to be chosen before personal protection at every step.
Handing someone a harness and calling the job controlled inverts the whole hierarchy. It is also the single most common finding when the HSE investigates a fall.
The three levels, in order
Level 1 — AVOID
Do not work at height at all where it is reasonably practicable to do the work another way. This is the strongest control because it removes the hazard rather than managing it.
- Assemble at ground level and lift into place
- Extendable poles for cleaning, painting, inspection, lamp changing
- Ground-level or remote inspection — cameras, drones, binoculars
- Mechanical lifting instead of manual work aloft
- Design it out: services routed at accessible heights, plant sited where it can be reached
The question to ask first is never “what equipment do we need?” but “does anyone need to go up there at all?”
Level 2 — PREVENT a fall
Where work at height is unavoidable, prevent falls from happening. Within this level, collective before personal:
Collective (protects everyone, passively):
- An existing safe place of work — a permanent platform with edge protection needs nothing added
- Guardrails and toe boards — guard rail, intermediate rail and toe board
- Scaffolding and tower scaffolds with full edge protection
- MEWPs — cherry pickers and scissor lifts
- Podium steps with handrails, for lower-level indoor work
- Covers and fixed barriers over openings and fragile surfaces
Personal (protects one person, actively):
- Work restraint — a harness and lanyard adjusted so the wearer physically cannot reach the edge
Note what work restraint is: it stops you reaching the fall, so no fall occurs. That is different from fall arrest, which belongs at the next level down.
Level 3 — MINIMISE distance and consequences
Only where the risk of a fall cannot be eliminated. Again, collective first:
Collective:
- Safety nets rigged as close beneath the work as possible
- Airbags and soft-landing systems
Personal:
- Fall arrest — harness, energy-absorbing lanyard or inertia reel, and a suitable anchor
Fall arrest is the bottom of the hierarchy for good reason: the fall still happens. The system only limits the outcome, and only if everything about it is right.
Why collective beats personal — every time

A guardrail protects the distracted, the tired and the person who was not briefed. A harness protects only the person who wore it properly and clipped on to something that will hold.
What fall arrest actually requires
If you land at Level 3 with personal fall arrest, all of the following must be right or the system does not work:
- An anchor rated for the forces involved — arresting a fall generates far more load than the person’s weight. Handrails, pipework and gutters are not anchors
- Sufficient clearance below. Lanyard length plus energy-absorber deployment plus the wearer’s height plus a safety margin. Too little clearance and the person hits the ground before the system engages
- Minimal free-fall distance — anchor above the wearer wherever possible
- No swing-fall hazard from working out to the side of the anchor
- Correct fit and inspection of the harness
- A rescue plan that can be executed in minutes
That last point is a legal requirement under Regulation 4, and the one most often missing. Someone suspended motionless in a harness can deteriorate quickly through suspension trauma. Waiting for the fire service is not a plan.
Working through a real example
Task: replacing a light fitting in a warehouse, 5 metres up.
- Avoid — can the fitting be lowered on a winch, or replaced with a long-life unit reached from a pole? If yes, stop here.
- Prevent, collective — if not, a scissor lift or tower scaffold with full edge protection. Most jobs end here.
- Prevent, personal — work restraint only if a platform genuinely cannot be used.
- Minimise, collective — nets, if a fall risk remains.
- Minimise, personal — fall arrest with a rated anchor, clearance calculation and rescue plan.
Notice that the harness appears at step five, and only after four other options have been genuinely ruled out. If your method statement starts at step five, it has skipped the regulations.
The mistakes that recur
- Starting at PPE because it is cheap and quick
- Confusing restraint with arrest — different systems, different levels, different equipment
- Anchoring to whatever is nearby without assessing the load
- Ignoring clearance, so the system cannot deploy in the distance available
- No rescue plan — a Regulation 4 breach in its own right
- Assuming a harness makes any height acceptable — it does not change the duty to avoid and prevent first
